Write this type of letter when you want to appeal a decision about housing, such as a potential landlord's decision not to approve your housing application for a rental. You will need to modify this letter sample at least somewhat so that it most closely matches what you want to communicate. Include in your letter any pertinent details, such as the reasons why you believe your housing application should be approved.

Thank you for taking the time to review my application for the rental apartment at 1289 S. Main Street. I understand that my application was not approved. However, I would like to kindly ask you to reconsider this decision.

Although I do not have an extensive rental history, and I understand this was a major factor in my application not being approved, the rental history that I do have is excellent. I would also be happy to provide you with additional references, if that would help my application. As I mentioned when I applied, I would also be willing to provide an additional security deposit, if that would allow my application to be approved.
